Lubaina Rangwala
Program Head, Urban Development, Sustainable Cities & Transport, WRI India
Lubaina is a Program Head, Urban Development, Sustainable Cities & Transport for the Cities Program in WRI India. She works closely with the Climate Resilience Practice and leads the urban resilience work at WRI India. Her work focuses on community resilience planning in Asian cities, highlighting the issues of urban poverty and livelihoods. Currently, she is working in Surat in India, and Semarang in Indonesia, to pilot test WRI’s Urban Community Resilience Assessment (UCRA) tool in the poor communities of these cities. The UCRA tool uses primary data and local community knowledge, to influence disaster preparedness and resilience planning strategies at the city level.
An architect and urban planner from Mumbai, Lubaina has over eight years of experience working in the urban realm as a researcher and a teacher, at institutions in India and the United States. She started out as an associate with WRI India – Cities and Transport and has coordinated projects on land use and transport integration in areas adjoining transit nodes within Mumbai. She also contributed to developing off-street parking reforms within station areas in Mumbai, providing key inputs for the Mumbai Development Plan 2014-34. Additionally, she has co-authored EMBARQ India’s Safe Access Manual Volume 1: Safe Access to Mass Transit Stations in Indian Cities, a compilation showcasing the emerging work around safe and secure access to mass transit in India.
